049- Certain Expenses of the UN
On December 20th, 1961, the General Assembly of the United Nations (UN) adopted a resolution requesting an advisory opinion from the International Court of Justice (ICJ) on whether the costs incurred in the operations in the Congo and the United Nations Emergency Force in the Middle East constituted expenses under Article 17 paragraph 2 of the UN Charter.
This article provides that “the expenses of the Organization shall be borne by the Members according to the apportionment fixed by the General Assembly”. In its advisory opinion rendered on 20 July 1962, the ICJ concluded that the sums incurred had been released to cover the costs of achieving the aims of the Organization in the areas concerned. As such, these were expenses of the Organization.
